“Higher Education Institution ‘Interregional Academy of Personnel Management’”
The Student Council of the Professional College at the Odesa Institute of PJSC “Higher Education Institution ‘Interregional Academy of Personnel Management’” is a body of student self-government that carries out independent public activities of students and has the right to independently resolve issues of the College’s internal governance in accordance with its goals and objectives and the interests of the student community.

Main Objectives of the Student Council
Protection of the rights and interests of students studying at the College;
Ensuring that students fulfill their responsibilities;
Promotion of students’ academic, research, and creative activities;
Improvement of students’ living and leisure conditions;
Support for the establishment of student clubs, societies, associations, and interest groups and coordination of their activities;
Cooperation with student self-government bodies of other higher education institutions.

Responsibilities of Student Council Members
Organizing projects of interest to College students;
Responding promptly to events significant to the life of the institution;
Acting in the interests of the students who elected the Council;
Participating in strike committees when there is a threat of violation of students’ rights;
Defending violated student rights in court proceedings;
Assisting in resolving disputes arising in the work of the Student Council;
Ensuring constructive cooperation between the College administration and students.

Rights of Student Self-Government Bodies
Student self-government bodies have the right to:
Receive advisory support and necessary information from the administration;
Submit proposals, applications, and petitions to the administration and other student self-government bodies and receive responses;
Conduct constructive dialogue with the administration regarding actions of officials that violate students’ rights and submit complaints in accordance with the Law of Ukraine “On Citizens’ Appeals”;
Delegate representatives to the Odesa City Student Council under the Odesa City Council Department of Education.

Obligations of Student Self-Government Bodies
Ensure protection of students’ rights and interests and support fulfillment of their responsibilities;
Raise student issues before the College administration;
Report on their activities to the student community;
Promote the development and improvement of student self-government;
Coordinate activities with other student organizations within the institution;
Approve amendments to the Regulations on Student Self-Government in accordance with established procedures.

Supreme Body of Student Self-Government
The highest body of student self-government is the General Meeting (Conference) of students, which:
Approves the Regulations on Student Self-Government;
Elects executive bodies and reviews their reports;
Determines the structure, powers, and election procedures of executive bodies.

Head of the Executive Body
The Head:

Organizes and is responsible for the effectiveness of the executive body;
Represents the interests of the student community;
May participate in other collegial and working bodies of the institution;
Delegates authority to a deputy;
Organizes general meetings or conferences;
Initiates extraordinary meetings;
Has the right to obtain necessary information from the administration;
Exercises other rights and duties defined by the Regulations.

Secretary of the Executive Body
The Secretary keeps meeting minutes, monitors implementation of decisions, and is responsible for document management.
The Head and the Secretary are responsible for maintaining official documentation of the Student Council.

Student Rights Commissioner (Ombudsman)
The Student Rights Commissioner provides qualified assistance in resolving student issues, protects students’ rights and interests, and cooperates with the administration and officials of the Academy, Institute, and College.
